　Although “has graduated university、” “12 years of education taught in English” are often thought of requirements for the Instructor visa status overall、 these are requirements for certain specific situations rather than the requirements for all cases overall.

　Both of these requirements are listed in a Ministry of Justice ordinance known as the “Landing Standards Ministerial Ordinance、” which sets eligibility requirements for a number of visa statuses including the “Instructor” visa status. Two major requirements、 1.) minimum qualifications of applicant、 and 2.) minimum compensation level standard (same income level as Japanese nationals) are listed.

　 Since the text of 1.) specifies that the qualifications requirements apply to teachers working in miscellaneous schools、 as well as non-faculty teachers working in other educational institutions、 it seems that this provision is interpreted as not applying to teachers licensed in Japan through the standard licensing process、 so a foreign national who has gone through Japan’s teacher licensing procedure should be eligible to apply for the visa status without meeting the requirements listed here. The 2.) minimum compensation level standard requirement applies to all cases.

　The 1.) minimum qualifications portion is as follows
a) One of the following: i. graduated university、 ii. completed a vocational course in Japan in the subject of instruction、 iii. holds a license for the subject of instruction.
b) i. in the case of a language teacher、 has received 12 years of education taught in the language、 in the case of a teacher of other subjects、 or ii. has 5 or more years of experience working as a teacher of the subject at an educational institution.

　Additionally、 of these requirements teachers working in schools where subjects are taught in foreign languages to foreign national children such as international schools、 only the requirement “a)” is required.

　For the cases listed in the question、 first、 the candidate who has obtained normal Japanese teacher’s license credentials should be eligible to work as a teacher even without fulfilling the minimum qualifications requirement、 and thus should have no particular problem even with less than 12 years of education in English. As for the applicant looking to work as an instructor in mathematics、 rather than the 12 year English schooling requirement、 the 5 year of teaching experience requirement would be made.
